Was the Expropriation Bill published in the National Gazette for comment just before 25 December 2022? Can the public still make comments?

The National Assembly of South Africa (passed the Expropriation Bill on 28 September 2022. The bill guides the expropriation of property by organs of state. It also provides for instances where expropriation without compensation may be done in the public interest.  

Civil society submitted their comments in 2021,  and the portfolio committee on public works and infrastructure concluded public hearings on the bill in September 2021. The bill has since been sent to the National Council of Provinces.
