What is the recommended ratio of police to population?

There is no globally accepted recommended police-to-population ratio. Mark Shaw, director of the Global Initiative Against Transnational Organized Crime in Geneva, Switzerland, is sceptical about the possibility of reaching a consensus on such a ratio. He notes that if such figures had 'official status,' they would have been incorporated into UN standards and norms on crime prevention and criminal justice. This is not the case.
