Which African countries have the highest literacy rates?

According to the most recent data from the World Bank, Seychelles (96% in 2018), South Africa (95% in 2019) and Sao Tome and Principe (93% in 2018) had the highest literacy rates in Africa.

One of the cautions with international literacy comparisons is that countries apply different definitions of what it means to be "literate". It also depends on how people are surveyed as well as the differences in the time period the data covers.
